Low-Carbon Economy And Public Finance

Low-carbon economy is a hot issue of global concern.China must take the path of development of low-carbon economy with Chinese characteristics.China is the country that develops the low-carbon economy early and has made remarkable achievements.At present,however,China is faced with many pressures from the international society,its own energy resources and environmental pollution.Therefore,it is necessary and urgent for China to develop the low-carbon economy.When the low-carbon economy is supported and propelled by public finance,the four principles should be followed,i.e.scientific development,sustainable development,social harmony and regional coordination.Meanwhile,the institutional construction and perfection should be carried out from such aspects as the budget subjects setting,the public financial investment,the transfer payments,the government procurement,the charges and the tax policy.
