Game model and control of surround-bidding and accompanying-bidding issues in project tender and bidding process

The competitions in the construction industry have become more and more regulated,legalized and systematized since the bidding system was implemented more than 20 years in China.Surround-bidding and accompanying-bidding in project tender and bidding process,however,influence the fair competition seriously in construction industry.They bring economic losses to the tender and disrupt construction industry order.It is urgent to solve the conspiracy issues.This paper starts from the surround-bidding and accompanying-bidding issues among bidders,firstly introduces their concept,causes and hazards,followed by a description of the entire conspiracy process.Then it establishes the game model in tender and bidding process,combined with some knowledge of game theory.It makes an analysis of weakening the bidders' desire for surround-bidding and accompanying-bidding to break the conspiracy among bidders,based on the relationship between various economic variables and the expected proceeds of the conspiracy.Finally the prevention measures in the light of surround-bidding and accompanying-bidding issues are proposed,according to social security,legal system,management system and supervision,etc.
