Three Different R&D Spillovers and Technological Innovation of Local Enterprises: Evidence from Chinese High-tech Industries

This paper presents an empirical study of the relationship between three different RD spillovers and technological innovation of Chinese local enterprises,based on the panel data of the large and medium enterprises in 16 individual four-digit high-tech industries form 1995 to 2005 and the patent production function by Pakes Griliches.The results indicate that spillovers form foreign enterprises RD are the main external forces in promoting the capacity of technological innovation of Chinese local enterprises,and tend to be complementary with local enterprises' own RD.Spillovers from technology import and purchase of domestic technology have no positive impact on technological innovation of Chinese local enterprises.But the negative spillover effect from technology import is improved significantly in the industries that local enterprises have stronger ability to digest and absorb the imported technology.The paper puts forward some policy proposals on accelerating technological innovation of Chinese local enterprises on the basis of above findings.
