Justice,Right and Development:on Succour of Chinese Vulnerable Groups

The succor of vulnerable groups has been the one of symbols of modern society as one kind of policies. The relief system is significant to make the society justice,harmony,and stable,whose core has been the minimal living security system. However,nowadays our country's social succor for helping the powerless groups needs to be improved. The arrangement and notion of social relief system is not fully considered. The circulation and efficiency of succor has not yet fully meet the need. The difference of urban and rural relief system needs to be highlighted. The responsibility of government and society and the regulation of law also need to be improved. This paper tries to make several suggestions. We should clarify the purpose and values of the relief system from the point of view of citizen's right. We'd better establish a balanced pattern between this system and labor market for the purpose of development. We support the integrated system covering the urban and rural areas. We advocate strengthening the family,community and NGO support in the field of relief system. Meanwhile the status of law should be focused.
