To Construct the Community-based Relief System and to Improve the Construction of Harmonious Society:Interpretation and Lessons from the International Perspective of the Ideal of "Paying Close Attention to the Well-being of the People"

It was the fundamental goals of the 12th five-year plan to adhere to the principle of people oriented,improve the social security system,and effectively protect the rights of vulnerable groups to maintain social stability.Singapore's construction of the social security system which is acceptable universally by the international community is a good example for us to learn.Through interpreting Singapore's social relief mechanism,based on comparing Singapore's related experience,the paper put forward some thinking on constructing the social relief system in our country.
