Study on the Water Resources Guarantee System for Sustainable Development in Aihe River Basin

To ensure the rapid economic development and sustainable development of Aihe River Basin, a water allocation planning was proposed and a water resources guarantee system for Aihe River Basin was constructed in the paper based on the factors that the Aihe River Basin has so much water resources but is not used well and some of the projects are aged. The water resources guarantee system inclodes engineering measurs of water resources and hydropower,guarantee of water quility,safaty forecast of water resources and non - engineering measurs and so on. The water resources guarantee system proposed in this paper can increase the utilization of water resources from 2% in 2000 to 29. 6% in 2025,witch means the water resources can play the most important support role in economic and sustainable development of Aihe River Basin.
