Abstract
After discussion on some problems in implementation of river basin water resources management, it is pointed out that the combination of river basin based and regionalized management of water resources is the optimum management mode. Besides, some trains of thought are proposed for settling the contradiction between the administrative division based and river basin based water resources management, solving some problems in water function regionalization, inter basin water diversion, and water resources system management, and exercising the management function of river basin organizations from the angles of modern management science, system theory, and the idea of sustainable development. Furthermore, the scientific management mode for water resources in China is further discussed.
