The suitable water saving agriculture in China was discussed through the investigation in Israel. Based on the comparison and analysis of the difference of water resources between Israel and the semiarid region in China, it was concluded that the water saving agriculture should be adopted in China. The purposes of water saving agriculture are not only to save water, but also, and most importantly, to enhance agriculture productivity, to improve soil condition, to reduce the investment of irrigation works, and to expand the area for planting. It is more effective to combine water saving irrigation with agronomy such as tillage and cultivation. The situation should be changed that water conservancy project is more important than irrigation, and that water conservancy and agriculture are treated separately.
