Health is one of the important factors to build a harmonious society and the people vital interest on major issues. In recent years, the medical and health related policy coming on stage ceaselessly and the reforming in medical system have greatly dealt with our country difficulty and expensive of medical services. The groups that health insurance coverage have increased significantly.At the same time, health care burden of urban low-income and rural crowd have reduced in evidence. the challenges, constantly emerging of new problems, not adapting the medical needs of medical and health policy development, constantly emerging new problems, imbalanced economic development and the differences between the different level medical needs of the masses are the problems we are facing in medical health reform and push us to continue reform. Although the coverage of medical security system in China has reached 95%, the current medical insurance system also can not fundamentally solve the problem of people's difficulty and expensive of medical services. Other medical insurance can not be adapted to the current health care system so that hinder the improvement of the overall level o f medical care in our country.
