A Study on Education and Development of Human Capital

Abstract
The traditional school education and modern continuing education both play their roles in the education of development of human capital. Nowadays four problems must be emphatically solved to ensure a rapid and effective value accumulation of human capital: to manage well elementary education and develop high education in order to effectively accumulate human capital; to establish an educational system for the needs of market economy to improve the structural environment for human capital investment; to solve the problem of fair education to promote a smooth and balanced development of human capital; to practically enhance pay levels of teachers to guarantee development quality of human capital.
