Abstract

YUAN Shi-kai is a controversial figure,because he did benefit for traffic modernization of china when he was an important minister.In contrary,he betrayed disposal of the railways and counteracted the development of traffic when he was a president.His action connected with political circumstances,however,his thoughts that the substance of covenant was more important than appearance of covenant had progressive significance in loaning building railways and reclaiming authorities.
