Advancing the innovation of the social management system is a basal project of building a socialist harmonious society,which is of great significance. To achieve this goal, we need to construct the social management system with the aim of maintaining the social justice and equity,emphasizing the adjustment of social contradictions and the balance of interests.Resorting to effective social policy,this kind of social management system must be dominated by the government and participated by the whole society and it is also effective and powerful.Currently,this project should be endeavored in four aspects.The first is to elevate our Party's capability of integrating the whole society;the second is to quicken the change of government functions and the reform of the government;the third is to cultivate and develope all kinds of social organizations;and the last is to strengthen the construction and management of communities.
