Abstract
Frequently present special hazards for,the articles from the system theory point of view, building the traffic emergency response capacity evaluation system,using AHP and expert survey to determine a reasonable evaluation of each weight, and establishing a transportation emergency response capability assessment model, Finally using the evaluation model on the 2008 spring snow to evaluate the traffic emergency response capacity, analysis showed that the practicability of the evaluation model .
