Abstract

Presently the main problems baffling the industrialization in western China are: (1) poor condition of land, labor force and infrastructure; (2) long distance to the economic developed region; (3) huge pressure of eco - protection and the high threshold for industry investment; (4) inelasticity of ownership structure to the demands of market economy; and (5) the poor soft environment. Although there are still many problems facing the development of the west region, the West Region Development Program has been a historical opportunity in that it provide more labor resources, more capital support, more chance for communication between the east and the west, which further improve the openness of the region. Hence, industrialization in western China must meet the requirements of China entering the WTO and further improve its openness to the outside, construct the channel of investment, promote the construction of infrastructure in accordance with economic demands, standardize the market institution, and seize opportunity to develop the labor-intense industry firstly.
