Under the frame of the international relevant theories of commercial affairs, in this pap er, we take Wen-zhou as an example and explore the local-run enterprises' strategies for entering the international market and its gradual progress by aid of the research approach of the real examples. The local-run enterprises' strategies for entering international market have gone through three different stages: Government's silent approval and support play a key role during the originating course; developing stage depends on the enterprises' innovation the paths of entering international market to a great extent; The local-run enterprises are forming an alliance with the well-known foreign enterprises at the stage of gradual progress.
