Abstract
After defining the concept of public property rights and the efficiency , the author dwells on the efficiency of the public property rights ,and thinks that the public property rights can make economic grow high efficiently on the condition that the public property can be ruled clearly, the highly competitive market structure can be developed perfectly ,and the public property rights can be protected rightly .
