Abstract
Higher vocational and technical education is an important component of higher education, carrying with it the characteristics of both higher education and vocational and technical education; it differs from regular higher education in such aspects as training target, training mode, and teaching administration. Only when these characteristics are fully appreciated can higher vocational and technical college operate in the way of its own and yield what it is expected.
