The Characteristics and Problems of Higher Education Institutions' Decision-making and Its Improvement

Administration is decision-making,which indicates that decision-making is quite important.To strengthen higher education institutions' decision-making,it needs to understand decision-making first.There're such characteristics of higher education institutions' decision-making as follows:it aims to create conditions for freedom;it could be divided into academic decision-making,administrative decision-making and integrative decisionmaking;it's easy to remove the fundamental purpose;it's hovering in the polarizations;and it could produce far-reaching effects to the country's future.Consequently,there exist such main problems:the decision-making system is in chaos;the relationship of administration power and academic power is unbalance;there lacks procedure consciousness and constraint idea;the decision-making supporting system hasn't been established,and the decision-making evaluation has been ignored.To strengthen and improve decision-making,it should change the decision-making idea,improve the decision-making system and promote the decision-making capability.
