The Constitutional Road of Central Authority

Central Authority refers to the exclusive prestige and coercive power of central power in a state power structure while the constitutional road of Central Authority can be interpreted as a constitutional arrangement in state strategy of rule of law.The ideology of socialist rule of law is a fine representation China's Constitution and common values and beliefs of central-local powers;the change from rule of policy to rule of law is a basic requirement of the strategy of rule of law and provides a legal foundation with more continuity and impartiality for Central Authority;Implementing the highest supervision of NPC and its Standing Committee and strengthening the control of Central Judicial Authority are an internal requirement of power hierarchy in a constitutional government and are the fundamental constitutional way to strengthen Central Authority;Localizing political authority in the constitutional sense is considered as a response of local power to Central Authority and is the internal mechanism of allocating vertically constitutional power.
