On the Value-orientation of Modern University System's Construction

Modern university system is an ideal design about the model of university development. Constructing the modern university system is value-oriented and in details, the values involved i.e., accountability, relevance, acceptance, creativeness; they build a value-chain for modern university action. Therefore, the development of university must esfablish a harmonious relationship with outside world, while the key to it is to keep a balanced value structure.
