Abstract
In the 13th years of Hongwu of the Ming dynasty,the emperor unmade the prime minister,disbanded the Central Secretariat and transferred the state power to six departments.Meanwhile the Cabinet,the assisted institution where the emperor dealt with the government affairs,was set up soon after.It produced a large political efficiency on the development of the operation mechanism of political power.This article discusses its function from two aspects.
