On Democracy of Administrative Legislation

Abstract
At present,the democracy of legislation is discussed from the view of essential meaning among law theorists and legislative practice,it is stated that the democracy of legislation is presented through the public comments on law or the legal experts’ participation in drafting.From the view of democracy theory and the procedural justice,the author maintains that the legislation democracy lies in public participation,justice positivity when asked for legislative opinions and establishment of the system protecting the minority interest.
