Abstract
The development of the local institutes of higher education under the guidance of the concept of scientific development relies on the strengthening of the consciousness of reform and opening-up keeping pace with the times,the adherence to the scientific positioning and harmonious development and the overall improvement of the core competitiveness for a quick and balanced development.
