Abstract

Because there would be the different influences of various transaction costs functions of government on the results of the property rights allocating program,introduced the variable of transaction costs of government into the analyzing model of Coase theorem,and compared the different between the optimal property rights allocating program and social welfare in view of the transaction costs of government and that without the transaction costs of government,it is analyzed that the substitution effect of government behavior on the transaction behavior of enterprises and inhabitants,and the role of the government in the process of the property right transaction,at last the conclusion is drawn that the appropriate intervence of the government to the property right transaction would conduce to the improvement of social welfare,and the government′s interference should rest with the transaction cost and transaction proceeds.
