In Criminal Law of People's Republic of China,the illegal management crime is an empty one which attaches itself to other law.Its criminal penalty is not a scientific establishment.Therefore,it should be decomposed.Those crimes decomposed from illegal management crime should not be regarded as illgeal management crime.
