Comparison of Circular Economy Development between 13 Cities of Jiangsu Province

To set up a criterion system of urban circular economy development is good for knowing how to keep cities developing in the way of sustainable development. Based on the ideology of circular economy, a criterion system, including one aim, five controlling variables and 35 indexes is being used to check the developing situations of 13 cities, Jiangsu Province from 1986 to 2003. The results are as following: the gaps between 13 cities are comparatively obvious which have no strong relationship with the levels of urban social-economic development; the cities can be classified into four grades in which Zhenjiang is in Better Grade, Changzhou, Xuzhou, Wuxi, Lianyungang and Yangzhou are in Good ones, Suzhou, Nanjing, Nantong, Huai'an are in ordinary ones, Yancheng, Taizhou and Suqian are the last three cities underdeveloped.
