Theories and Orientation of the Government Roles in the Privatization of Public Service

The western privatization of Public Service which prevails in the seventies of the 20th century,have obtained compelling achievement in the practices of more than 30 years,one of the main reason lies in the government playing its roles appropriately and performing its function correctly. Therefore,the privatization of Public Service makes the new challenge to Chinese government function,which requires the government to change the basic function of traditional mode. How the government realizes the transformation of the functions,what roles would the government play,basing on the public interests theory,the public supply theory,the natural monopoly theory and the effective competition theory,the Chinese government should play the roles of devising,programming,providing ,Cultivating,producing,decision-making,lawmaking,supervising and importing of competition during the privatization of Public Service.
