Abstract
Independent innovation is a series of activities and the whole process of depending on the power of a country to integrate innovation resources so as to realize breakthroughs in science and technology with autonomous intellectual property rights and core technology, and thus to support and direct the economic and social development and ensure national security. Independent innovation ability is the result of the synthetical interaction of many abilities, including ability to master and apply resources and contribution of the carriers and external environment to the realization of resource ability, and ability to make achievement in science and technology and to cultivate new products and market brands. Based on the difference between subjects, independent innovation ability can be divided into two forms of country level ability and enterprise level ability. This paper employs the method of combining qualitative analysis and quantitative judgment to establish evaluating index systems for independent innovation ability at country (or region) level and enterprise level, the method of linear weight and function to establish modeling method for the comprehensive evaluation of independent innovation ability, and puts forward procedures for evaluation supervision.
