Abstract

The current political situation was falling into severe crisis in the last years of Qing Dynasty,needed the rulers to have extremely high courage and insight and political skills.The constituton was a favorable turn in the last years of Qing Dynasty.Shanqi was loyal to Qing Dynasty,promoted constitutional causes,and supported the Third Congress Petition.These measures to a certain extent represented the appeals of reformist and requests of age,and promoted the political reforms of the modern society.
