Abstract

After the Revolution of 1911 (the Chinese bourgeois democratic revolution led by Sun Zhongshan which overthrew the Qing Dynasty), Yuan Shikai succeeded Sun Zhongshan to be the temporary president of the Republic of China. Though there were only 4 years till the death of Yuan Shikai caused by the failure of his emperor dream, it was an important period for the modernization of Chinese politics, for in this period, Yuan Shikai made great changes in many aspects of the mechanism of the government which were mainly embodied in the political conforminty.
