Abstract

The system of copyright law is the mechanism of balance of interest that distributes the interest around works.The balance of interest between the copyright owners and the public is the foothold point of the mechanism of balance of interest.In the copyright law of each country and the international convention on copyright,balance of interest is the eternal subject.As the value target and theoretical foundation of copyright law,the establishment of this mechanism has far-reaching meaning for the development of copyright law.
