Approaches to the Development of Township Administration

The main factors that form the township administration setting include economic and cultural conditions,the development of market economy,the practice of villagers' autonomy,the relations between town level and county level governments,and the process of urbanization,all of which play a direct and decisive role in township administrative system.Considering the realistic need of the rural administrative setting,township government should be allowed to exist for a time long enough,functioning basically as the supplier of public products,with a reasonably sized staff of high working efficiency.
