Discussion of the Developmental Approach to the Enhance of Talent Powerful Province in Anhui Province

It is shown in the analysis,using the data from the 6th population census,of the basic conditions of population resources and human power development with the comprehensive factors of talent development in Anhui Province by the establishment of econometric model that the Province is rich in human resources but less efficient in the quantity and quality of talent resources,the regional distribution of human resources is less equilibrium,the comprehensive index of human capital is less high,and the talents in tertiary industry are comparatively concentrated but there are relatively short of those in production fields.For the transformation to talents powerful province,the Province is supposed to set up the strategies of talents preferential development,guarantee the incremental investment in education,speed up the talent team construction and cultivate the human resources in the countryside for the effective transformation of the labor power there.
