Abstract
The Northeast China's old industrial base has long been a key industrial region in China's regional economy; also it has experienced a very hard regeneration process since reform and opening up in the end of 1970s. The new industrialization strategy put forwards at the 16th Party Congress, input new meanings for reconstruction of the Northeast China's old industrial base. The author addresses that the Northeast China's old industrial base should take a new road to industrialization with strong regional characteristics. The key measures are new system, new structure, new resources, new technology, new opening up and new strategies. Given it is a very comprehensive system project to transform the old industrial base, the author further discusses four initiatives. The first is to improve traditional industries by deepening state-owned enterprises reform, applying IT, enhancing cooperation with domestic and oversea partners, emphases development of the equipment manufacturing industry with comparative advantages etc; the second is to regenerate old industrial cities, the third is to improve regional competitiveness by developing intellectual resources; the fourth is to speed up rural industrialization.
