Abstract

As the last constitutional document made by the Northern Warlords which wasn't enacted,the Constitution Draft of 1925 was the result of the government of Duan Qirui trying to strengthen centralization of state power and make compromise with local governments.It reflected the social,political,economic and cultural conditions of China at that time and the level of the development of Constitution in China.We can safely say that the draft is one important part of the history of Chinese constitutionalism development.
