Problems existing in the reconstruction of system of scientific and technological institutions and countermeasures for solving them

This paper offers an analysis of the problems in the present scientific and technological institutions,such as the out-dated system,the backward management,the lower ratio of economic turning-out,the lack of competition among technicians and separation of scientific technological institutions and manufacturing enterprises.The authors put forward the following solutions:strengthening the government's macro-control,improving the investment system to scientific and technological institutions,reforming the management of system of scientific personnel and build up a new system of scientific and technological industry based on the law of socialist market economy.
