Abstract
Improving the ranks of teachers' level and quality is fundamental and basic to reinforce colleges and universities ideological and political education job.The key to realize outline teaching actual effect is to construct one course teaching team,it is the need of enhancing the teaching quality,is also the need of sustainable developing the colleges and universities ideological and political theoretical teachers.In order to construct long effect mechanism,it should persist in taking teacher as first education idea,enhance the construction of outline teaching team and make great efforts to build one course teaching team which is reasonable structure and unites synergetic stable.
