Teaching Quality Management of Undergraduate Colleges and Universities:A Perspective of External Environment

With the advancement of mass higher education in China,the coordinated development ofthe scale,the structure,the quality and the profithas become a key factor affecting the sustainable development of colleges and universities.Judged from the external environment,the government controls too much but governs too little.So the autonomy of colleges and universities is unworthy of the name and their power is exercised in either a controlled or a free manner.The schools do not have many financial sources and their development in debt put them in a dilemma where it is hard to strike a balance between their finance and their teaching.The social environment is so complicated that teachers and students cannot concentrate on their teaching and learning while going from the market to the classroom or vice versa.In order to manage the external environment,the government should change its modes of thinking,perfect the legal system,clarify its duties and power,exercise its macro-management by the law,increase its investment in higher education,help to solve the harsh problem of development in debt,and create a favorable academic environment for teachers and students by optimizing the social environment to decrease the impact of the market economy of the schools and check the marketization of colleges and universities.
