Primary design of watershed environment and economy function zoning

It is important to implement Environment and Economy Function Zoning ( EEFZ) and to carry out corresponding environmental economic regulation policies and measures according to different regions environmental conditions and the resource predominance in watershed.There are several function zoning methods at present such as main functional zoning,ecological function zoning,water functional zoning, ecological economy zoning and so on.However,most of functional zonings have themselves special service objects and targets and seldom considerate the structure,function and characteristics of the watershed system.Therefore,EEFZ methodologies need to be established which is suitable for integrated watershed management.From the perspective of watershed system,we proposed the framework design for EEFZ according to its structure,function and characteristics with the instruction of watershed environment and economy theory and methodologies.The paper described the purposes,meaning,ideas and methods and proposed the indices system and zoning principle for EEFZ.And its stress and development directions were also prospected in this paper.
