Construction of Intellectual Property Rights Public Service System in the Cultural Creative Industry of Xi'an

Starting from the cultural creative industry theory of intellectual property rights of the basic public services,the paper expounds that cultural creative industry development is the demand of the public service system of intellectual property rights,analyzes the current situation of the construction of public service system of intellectual property rights in Xi'an,takes experiences of cultural creative industries at home and abroad for reference,and proposes suggestions as follows:building the main body of intellectual property rights of public service which includes the government,enterprises and the third sector,concentrating on comprehensive business system and powerful public service system,and providing just,efficient and comprehensive intellectual property services to creative enterprise,individuals and the industry,in order to promote and create a good environment for the development and prosperity of culture creative industry.
