On the Socialization of China's Population Control

The paper put forth the concept of socialized population control, and holds that the population control of China in the new century has to put more attention on the socialized control such as the ways that relying on the internal control of fertility concept instead of relying on the external control with the administrative and law forces, that making most use of the guiding of various public media to cultivate a favorable social environment to socialize the fertility morals, and that using the mechanism of group control to help people to automatically follow up the family planning law and policy.
