Abstract
The central government released an important policy document on building new socialist rural areas,which relates to the country development and the solution to the issues among peasants,agriculture and rural areas.The existence of peasant workers not only promotes agricultural economy and production development,but also plays an important role in the constructions of rural spiritual civilization construction and the improvement of peasants' self-government to realize management democracy.
