Development of Leonard White's Administrative Thoughts:Based on Inspection of Four Versions of Introduction to the Study of Public Administration

Leonard White proposed four basic assumptions of public administration in his Introduction to the Study of Public Administration,which are core of his administrative ideas.In the papers and books of administrative scholars,the four hypotheses put forward by White have been quoted many times,but few people discuss the relationship between these four hypotheses and the administrative study.In Introduction to the Study of Public Administration,the individual meanings of his four basic assumptions are never immutable,especially the third one which highlights the elements of administrative art in place of administrative science.
