The transfer of American administrative ethics study viewpoint——Illustration of

Public Administration Review is the journal of American Society for Public Administration. Its articles reflect the transfer of administrative ethics study viewpoint in 20th century. During the periods of 1940s-1960s,the research began from concern on changes of value-free assumption of public study. Scholars focus on administrative accountability,external controls, internal controls,administrative organization,administrative system. In 1970s,new public school formed and its concern is social equality and public administration . In 1980s,reflection on administrative ethics legislation and construction of citizenship approach are the research contents. In 1990s,it appeared multiple methods and standpoint of study and the sphere of administrative ethics enlarged. At the beginning of 21st century,the critical theory of administrative ethics continued and scholars discussed some detailed problems.
