The Constraints of Urban and Rural Land Transfer and Institutional Innovation:Taking Tangshan City in Hebei Province as An Example

Land element is the basic element of urban and rural development together with the carrier of the other various elements configuration in urban and rural areas,and urban and rural land transfer is the key to balancing the development of urban and rural.In the process of urbanization,by promoting the urban and rural land element circulation and fostering to form land market,it has great significance for co-ordinating urban and rural economic and social development.Based on the analysis of Tangshan urban and rural land transfer,at present factors restricting urban and rural land transfer were discussed and proposal to stimulate Tangshan urban and rural land transfer was put forward.
