Abstract
An analysis is made of the difficulties encountered in the course of popularizing higher education in China,especially after three years of expanded enrollment,which involve capital,productioncapacity,and commercialization of logistical service.By discussing the options for China's higher education popularization,it is argued that the reform in China's higher education should follow a gradually progressive road with special emphasis on the benign cycle between scale and gain.The goal of higher education popularization should be attained eventually by reforming property rights system to develop multi-level higher education.
