Three Opinions on State Responsibility to Protect

The concept of state responsibility to protect thinks that states and international community have the responsibility to prevent, react and rebuilt for the at-risk civilians. This new concept makes a new interpretation of traditional sovereignty and security; therefore it also broadens the role of Security Council. The theory of state responsibility to protect can to some extent cope with current complicated international crisis, but we must be careful of the negative effect on international society.
