Abstract
There are 9.5 billion m3 water deficits in the Yellow River basin because of the lack of water resources in the present,and the contradiction between water supply and demand is very intense.Along with the rapid development of the economy and society,the water demand in the Yellow River basin is increasing.By 2030,the water deficits in the Yellow River basin will reach 13.83 billion m3without considering inter-basin water transfer projects such as the western route of South-to-North Water Transfer Project,including inner-river water deficits of 3.42 billion m3and off-stream water deficits of 10.41 billion m3.The water shortage problem is even more serious in dry year.Only through implementing inter-basin water transfer projects to supplement the water resources shortage in the Yellow River can alleviate the serious water shortage situation effectively.On the basis of87-water-allocation-scheme,combing with the water resources and its exploitation and utilization change,considering the implementation of eastern and middle routes of the South to North Water Transfer Project,and coordinating the water requirements for living,production and ecology,the water resources allocation schemes of the Yellow River basin were proposed.
