Abstract

This paper develops a simple model of externality and discusses relations among market failure,government intervention and corruption.It indicates that corruption results from market failure rather than government intervention.Government intervention should be considered as a result of a trade-off between market failure and corruption.The paper also explains why corrup government intervention and corruption are more serious in poor areas than that in developed areas.
