On Village Committee as the plaintiff of environmental public interest litigation

Abstract
The key issue of the environmental public interest litigation is the qualifications of the plaintiff.Facing the severe rural environmental situation,questions are raised about both the necessity and feasibility of taking the village committee as the qualified plaintiff of the environmental public interest litigation.The qualification for the village committee to participate in the environmental public interest litigation shall be ensured by the mode of establishing and operating a legal system.
